It's an epic story of a man who is the ruler of a small nation, known as the Republic of Korea, and is also a powerful leader amongst his people. Park Tae-Soo is a colorful character, whose loyalties are torn between his desire to bring the corruption of the Republic of Korea to heel and his desire to safeguard the welfare of his daughter. He is determined to protect Doo SAM's wife and children however, he also wants to ensure the security of the street children that he rescues every day. The movie focuses on Doo SAM's relationship with Kim Heo Jung who is the ultimate Gangsta. The two men desire the same thing, however their differing philosophies prevent them working together. The film is a mix of comedy and action as the duo defuse numerous attempts by the police to detain them.
